The Class Anatomy and Historical Guilt of Those Who Say "Yes" to the Framework Law

Dear young comrades,

The rivers of history do not flow still; they change their course with the shaking waves of class struggles! Law has never been a neutral ground of truth reached among the ruling classes and bourgeois cliques. As Karl Marx carved into humanity’s memory in A Contribution to the Critique of Political Economy: neither legal relations nor forms of the state can be grasped through abstract ideas of justice. Their roots lie in the contradictions of social relations of production and in the balance of class struggle at that moment. With the determination Nicos Poulantzas bequeathed to historical materialism: the capitalist state apparatus is an institutional structure shaped to suppress the crises of the capital-accumulation model, to fortify bureaucratic-executive power, and to pacify the independent activity of the oppressed classes.

The Framework Law now rising on the parliamentary agenda—and packaged under the official title Bill on Strengthening National Solidarity and Social Integration—is a move by the bourgeoisie to reproduce and fortify its own regime.

At this historical moment, to analyze the class dilemma into which all political actors who say "Yes" to the bill, who sign it, or who carry legitimacy to the rulers’ table by hiding behind "additional opinion" reservations—above all DEM Party and Yeni Parti—have fallen, and the historical guilt they have taken upon their shoulders, is an unavoidable barricade duty for revolutionary youth!

The Class Reality Concealed by the Framework Law: Ruling-Class Reason and the Restoration Move

This 12-article regulation is marketed with illusions of "social reconciliation" or a "nonviolent society." Yet Marxist sociology looks not at the formal promises of legal texts, but at the capital logic of the class essence boiling inside:

Capital’s Need for Internal Stability and Exploitation: The ruling class, seeking to soothe the anger of the masses burning in the fire of the neoliberal crisis and crushed by high inflation, aims to pacify regional tension lines under its own control. What capital accumulation needs for continuity is not an abstract "peace," but a class stability in which cheap labor power can be exploited and the domestic market is turned into a rose garden without thorns.
Tutelary Executive and the Security Bureaucracy: The law transfers powers of deferred enforcement, monitoring, and exemption not to the will of the people, but to a narrow eight-person security-bureaucracy board composed of the Vice President, the Presidency of MİT, the MGK Secretariat, and ministries. Right and justice are stripped of being constitutional guarantees won through the historical struggle of the masses and are turned into an "administrative favor" and a "hostage politics" between the lips of the security apparatus.
The Covering Over of Class Structure: The Kurdish question and historical conflicts are severed from their class roots (regional inequalities, cheap labor pools, the division of the working class along ethnic lines) and confined to a narrow parameter of administrative enforcement and security.

The Class Rupture and Tragedy of Those Who Meet on the "Yes" Line

The stance of the reformist and bourgeois foci that met in the "Yes" ranks in the parliamentary vote is the certification of helplessness before the capitalist order.

"Every signature set at the same table with the bourgeoisie is a shackle struck upon the masses’ independent will for the future."

DEM Party’s Stance: Pragmatism, State Reason, and a Break from Class

DEM Party’s signing the bill and casting a "Yes" vote in committee shows the wretched point to which parliamentary illusions and pragmatism torn from class ground lead:

Being Subordinated to State Reason: The rights-seeking of the oppressed masses has been surrendered not to the independent and anti-capitalist struggle of the laborers, but to closed-door bargains conducted with the security bureaucracy of the bourgeois state.
Consenting to Tutelage: To approve, under the cover of a "historic beginning," an administrative mechanism in which rights are transferred to MİT and MGK approval is to entrust the Kurdish people’s demands for freedom and equality to the regime’s tutelary board.
Class Blindness: A discourse of "non-conflict" severed from the ruling class’s market pursuits and from capital accumulation cannot go beyond making the masses extras in the rulers’ scenario.

Yeni Parti’s Stance: Reformism Stuck Between Two Shores and Vacillation

Yeni Parti’s casting a "Yes" vote in committee while submitting additional-opinion reports, then taking fragmented positions in the votes, displays the deep class squeeze of bourgeois reformism:

The Tear Between the Capitalist Order and Base Pressure: On the one hand Yeni Parti seeks to adapt to the ruling class’s concept of "the state’s survival and stability" and to project the image of a "responsible state party"; on the other, it seeks to absorb the anger of a secular, urban electoral base that demands democratic rights.
The Illusion of Hiding Behind a "Reservation": Raising a hand of "Yes" to the law’s tutelary essence while dropping a reservation that the "democratization pillar is incomplete" into the report does not provide an escape from historical responsibility! Those who approve the essence of an authoritarian text become accomplices in all the unlawfulness that text will produce.
Fragmented-Vote Pragmatism: Not taking a group decision and leaving deputies free is not, as imagined, an internal democracy; it is a move to postpone the political bill by dividing historical guilt among individual votes.

The Specter of "Not Enough, But Yes" and Historical Guilt

Young comrades, take heed! History does not make tragedies repeat a second time as comedy; it sets them before us directly as a heavy price. The tableau before us today is the historical twin of the "Not Enough, But Yes" illusion of the 2010 Referendum!

Just as those who in 2010 said "tutelage is receding; incomplete, but yes" and opened the road for the government to gather the judiciary and the state in a single hand were condemned before history, those who say "Yes" to the Framework Law today are the perpetrators of the same historical trap:

They Carry Stones for the Fortification of the Authoritarian Regime: In a milieu in which the Constitution is suspended, trustees are appointed, and prisons are filled with revolutionaries, to support a law that grants extraordinary powers to the executive and the security apparatus is to polish the authoritarian regime with a varnish of "social consensus."
They Poison the Consciousness of the Masses: To spread the lie that laws brought by the bourgeois state can create freedom is to paralyze the masses’ will for revolutionary subjectivation.
Historical Guilt: When tomorrow the bureaucratic boards created by this law are used to crush the opposition, repress laborers, and institutionalize new constitutional tutelages, the "reservation" petitions submitted will not be enough to wipe the stain of that guilt!

Young comrades,

Our place is beside neither this class and tutelary frame the government has brought to the Assembly, nor reformism’s principle-less "subordination by reservation." Our side is the independent class line that will turn the wheel of history forward!

The revolutionary tasks that light our path are clear:

Seize Ideological Clarity: We must smash legal fetishism to the ground! In an order in which the Constitution is trampled underfoot, we will tirelessly explain on campuses, in factories, and in neighborhoods that laws in the hands of the security bureaucracy cannot bring freedom!
Decipher the "Not Enough, But Yes" Line: We will expose before the eyes of the masses the reformist line within both DEM Party and Yeni Parti that approves the authoritarian essence of the law and then tries to escape responsibility by saying "we submitted an additional opinion"!
Build the Independent Class Line: While defending without ifs or buts the Kurdish people’s constitutional equal citizenship, mother-tongue education, and all democratic rights, we will bind this truth not to the rulers’ bargaining tables, but to the united anti-capitalist barricade of Turkish and Kurdish workers and youth!
Raise Class Struggle for Our Future: We will demand an accounting of war and tutelage budgets; we will raise as a banner the demand that resources be channeled into free, qualified, scientific, autonomous, and mother-tongue education, and into the right to housing and food!

No passage to the illusions of the capital regime, nor to reformism’s subordinated "Yes" line under historical guilt!

We will defend the revolutionary class line with resolve, daring, and conviction! Victory will belong to those who resist on the independent class line!
